麻豆天狼副利院 Regents Elect New Chairman and Vice Chairman

On Monday (April 14), the 麻豆天狼副利院 (TTU System) Board of Regents elected Cody C. Campbell and Dustin R. Womble as chairman and vice chairman, respectively, during a special-called meeting of the board. The two will serve two-year terms, effective immediately.

Campbell becomes the fourth regent from Fort Worth to serve as chairman of the board, and Womble is the seventh regent from Lubbock to serve as vice chairman.

鈥淚 am honored to serve as chairman of the 麻豆天狼副利院 Board of Regents,鈥 Campbell said. 鈥淎s a lifelong Red Raider, I鈥檓 committed to working alongside my fellow board members to advance the mission of our system and continue building on the legacy of excellence at each of our universities. This institution means so much to me and my family, and I鈥檓 grateful for the opportunity to help shape its future.鈥

Campbell was appointed to the board on April 13, 2021, by Gov. Greg Abbott. He has served as the vice chairman of the Finance & Investments Committee and the Carr Foundation Board of Trustees.

鈥淩egent Campbell has been a passionate champion of his alma mater and the Texas Tech University System since well before his time on the board, and we are thankful for his significant support during his tenure,鈥 said Tedd L. Mitchell, M.D., chancellor of the TTU System. 鈥淚 congratulate him on being elected chair of our board and look forward to continuing our work together for the betterment of our students, employees and each of our universities.鈥

Campbell is a member of the TTU System Spur Society, which recognizes generous donors contributing to the growth of the system, as well as (TTU) Founders Society, which acknowledges individuals and organizations that advance Texas Tech Athletics through significant financial contributions. His commitment led to the naming of the Cody Campbell Field at Jones AT&T Stadium, recognizing a $25 million donation as part of the stadium鈥檚 south end zone renovation 鈥 a nearly $250 million project redefining the home of Texas Tech Football.

Campbell is the co-chief executive officer and co-founder of Double Eagle Energy Holdings, an upstream E&P company headquartered in Fort Worth. Over the last decade, Double Eagle has been one of the most active participants in the Permian Basin, assembling hundreds of thousands of acres and completing billions of dollars in transactions. He is the co-founder and board member of the Matador Club, an NIL collective supporting Texas Tech Athletics. He is also a member of the Texas Public Policy Foundation Board of Directors, the All Saints鈥 Episcopal School of Fort Worth Board of Trustees, and the president and board member of Double Eagle Charities, Inc.

Campbell has served on the Rawls College of Business Advisory Council at TTU, and prior to joining the TTU System Board of Regents, he served on the Texas Higher Education Coordinating Board in 2019.

He received bachelor鈥檚 degrees in finance and economics and a master鈥檚 in finance from TTU鈥檚 (Rawls College), where he was named a distinguished alumnus in 2019. Campbell was a National Merit Scholar and a four-year letterman on the TTU football team from 2001 to 2004, earning multiple All-Big 12 and Academic All-Big 12 honors. A fourth-generation Red Raider, Campbell comes from a long line of TTU graduates, including both of his parents, his grandmother and his great-grandfather, who was a member of TTU鈥檚 first class in 1925-26.

Womble was appointed for his first term on the board on March 6, 2019, and reappointed on March 21, 2025, both by Gov. Greg Abbott. He has served as chairman of the Facilities Committee and as a member of the Audit and Finance & Investments Committees. He was also vice chairman of the Carr Foundation Board of Trustees.

He is a member of the TTU System Spur Society and TTU鈥檚 Founders Society, and his continued support has led to the creation of several state-of-the-art facilities for Red Raider athletes and coaches. In 2021, TTU opened the Dustin R. Womble Basketball Center, a more than $30 million premier practice and development facility. In 2025, the university unveiled the Dustin R. Womble Football Center, part of the expansion to the south end zone to Jones AT&T Stadium.

鈥淎s a lifelong Red Raider, Regent Womble has been a tremendous supporter of the Texas Tech University System and its universities,鈥 Mitchell said. 鈥淲e have been fortunate to benefit from his leadership, and I want to thank and congratulate him as he steps into the vice chairman role on our board and expands his service to our system, our students and the great state of Texas.鈥

Womble is the founder of Interactive Computer Designs (INCODE), a company he started in 1980 while still a student at TTU. In 1998, INCODE was sold to Tyler Technologies, and Womble joined the company as executive vice president. He retired from Tyler Technologies in 2016 and completed his service on its board in 2024. In 2014, Womble invested in Metallenium, LLC, and assumed the role of chairman of the board. He is a founder and partner at Masked Rider Capital Holdings investment firm. He also serves on the boards for TRUNO, a national provider of grocery point-of-sale solutions, and Lubbock Christian School.

Prior to his appointment to the TTU System Board of Regents, Womble was a member of the Rawls College of Business Advisory Council at TTU and the Texas Tech Foundation, Inc.

Womble earned a bachelor鈥檚 degree in business administration in management information systems from Rawls College in 1981, graduating magna cum laude.
